Industrial Zone

Harbor District
Shipping routes, smuggling operations, and dock workers who look the other way. Control the harbor, control the supply chain.
Suburbs
Quiet neighborhoods with modest targets. Lower risk, lower reward — but a safe place to build your early operation.
Red Light District

Old Town

Every district is made up of multiple neighborhoods, each with its own flavor. A warehouse district near the docks operates differently than a luxury penthouse neighborhood downtown. Police presence, criminal activity, shop targets, and escape routes all vary by neighborhood.
