Every district is made up of multiple neighborhoods, each with its own flavor. A warehouse district near the docks operates differently than a luxury penthouse neighborhood downtown. Police presence, criminal activity, shop targets, and escape routes all vary by neighborhood.

Choosing the right neighborhood for your operations is a strategic decision. Some players prefer to dominate a single neighborhood and build familiarity. Others move constantly, exploiting opportunities across the map. Both strategies have merit — and both have risks.
